How can I "turn off" styles for Netscape 4.0 so it will only see html?

Hello, My page looks horrible in early Netscape (4.0-4.79)and that is what a significant percentage of our patrons use. How can I just show the html and no styles in that particular browser? Or what do I need to do to make the page legible? Thank you Link to project...
