UDM 4 is valid XHTML, and in our judgement, meets the criteria for WAI Triple-A conformance.
The underlying structure is an HTML unordered-list.
By using lists we're providing semantically-meaningful content to all browsers, and ensuring that some form of useable navigation is always available, even when scripting and style sheets are not.
