background disappearing (container not 100% height)

hi all, This is driving me crazy. Somehow my container (#wrap) is not staying 100% high, from header to footer if there is minimal content in there. I tried playing with negative margins and positive padding on it with no luck. I also tried a background image but that is moot since the container...
